• Add CLAUDE.md with gstack skill routing rules — routes user requests to specialized workflows (/ship, /investigate, /qa, etc.) instead of ad-hoc answers

v2.0 planning artifacts:

• Add TODOS.md with 6 tracked items from the CEO and eng review sessions (P1: arch doc update, P2: SSH emergency mode + Prometheus metrics, P3: graph viz + import + secrets rotation)

Context

This branch originally shipped the provision recheck feature (PR #11, already merged). These remaining commits add project configuration from the v2.0 design review sessions:

• /gstack-plan-ceo-review — SELECTIVE EXPANSION mode, Approach C (Pulumi hybrid), 4 scope expansions accepted
• /gstack-plan-eng-review — 1 architecture issue resolved, 0 code quality issues, 52 test paths mapped for Phase 1

Test Coverage

No application code changed — docs only.

No issues found.

TODOS

TODOS.md created with 6 items:

• P1: v2.0 Architecture Document Update
• P2: SSH Emergency Mode (scoped), Prometheus Metrics Endpoint
